Dear Members, 

Related to recent ECA messages regarding (COVID-19), and the “Essential Critical Infrastructure Workers” revision from the Governor’s Executive Order exempting construction and other associated functions, there have been questions raised regarding certain municipalities or counties that have enacted more restrictive “Stay at Home” policies than those outlined in the Executive Order. 

The ECA recommends that contractors adhere to the more stringent of these policies, and to work with local officials for specific clarification should this situation arise. 

Contractors in another part of the state have reported that field crews have been stopped by authorities on the way to work sites with confusion arising as to what is allowable, and where. The link below is a template that some contractors and other agencies have begun to utilize related to the State’s construction exemption that some have called: Essential Work Certification Cards, or Work Authorization Certification. These are not official. These are not required. However, they may just save you or one of your field people from an extra headache one day. Some contractors are issuing these to each member of their field crews. Please feel free to utilize this template, if you choose to. (Thank you to Anna Carno for providing the template.) 


Lastly, please note that the ECA is now part of a newly formed task force of construction associations throughout the state that is focused on policy, advocacy and communication to the highest degree possible. More information will follow regarding this effort.
